WASHINGTON — Every proposed law in the House of Representatives gets a number, but one lawmaker controls the coveted first 10: Speaker Nancy Pelosi.House bills are labeled HR — for “House of Representatives” — followed by a number that can reach well into the thousands by the end of a two-year congressional term.But HRs 1 through 10 are reserved for the speaker of the House, who can dole them out to offer important symbolism to certain bills. While not an exhaustive representation of Democrats’ agenda, the list is a powerful indicator of which bills Pelosi considers the emblems of her newly recaptured majority.
