Defense secretary sent classified memo to White House about Afghanistan before Trump fired him

Everytime I hear about pulling troops out the media frames it like he’s still trying to fulfill his promise to the public. Isn’t it just a power hand off to Russia, or am I misunderstanding the results from a full pullout?
